Retirement of Power Apps Per App Plan Licence

The Power Apps Per App Plan licence is set to be retired at the beginning of 2026. While Microsoft has yet to make a major public announcement regarding this change, the January 2026 edition of the Power Platform Licensing Guide notes in its Change Log that support for the Power Apps Per App Plan licence will be discontinued.

Changes to Power Platform Licensing

With the retirement of the Per App Plan, the entry-level licensing route will be removed. This change consolidates available Power Apps options into two primary routes: Power Apps Premium and Power Apps per app pay-as-you-go meter (Azure Service).

Overview of Power Apps Licensing Options

  • Power Apps Premium: This licence is issued per user, regardless of the number of applications they need to run. Licensed users are able to run unlimited custom applications and have access to unlimited Power Pages websites.
  • Power Apps per app meter: This option enables individual users to run a single custom application. Charges are based solely on the total number of unique monthly active users for each application, with billing handled via Azure Billing.

Impact on Organisations

If your organisation currently uses the Power Apps Per App Plan licence, you should prepare for changes upon your next renewal. Continuing with Microsoft licensing will necessitate a transition to Power Apps Premium, which will result in a price increase.

If your organisation holds the licence under an existing Enterprise Agreement (EA), you retain usage rights until the agreement expires. Upon renewal, you will need to switch to either the Premium Licensing option or consider the pay-as-you-go meters.

Organisations running the licence under the Cloud Solution Provider (CSP) Programme will have access to the licence until the subscription concludes, whether at the end of the monthly or annual term.

Required Actions
